 erm no. its called having a background in the field they focus on but not in the position or industry.  

 say you're hiring a claims officer for a fire & flood company. why would you hire someone with 5 years claims experience over a 3 month experienced claim officer who has 2 years previous experience with fires and floods in an emergency responder & investigation role?  

 latter is more qualified.
